This concern was subsequently expressed in a press release from France Universités, signed in particular by Fabienne Casoli, President of the Observatoire de Paris - PSL, in the same vein. Each of the member establishments of Université PSL fully associates itself with these reactions.

At a time when higher education establishments are being asked to strengthen their ambitions in terms of research influence, it is difficult to accept measures that will tend to turn us in on ourselves.
International students and researchers are an asset for our country, and contribute to the dynamism of our academic community. They contribute to the production and dissemination of academic and cultural values and knowledge beyond our borders.
The impossibility of exempting non-EU students from the higher tuition fees would have a particularly deleterious effect on the number, geographical origin and social situation of students able to study in France. It would also jeopardize our strategy of welcoming international students, and introduce a division into our already largely international institutions.
These measures would seriously jeopardize not only the attractiveness and influence of our institutions, but also their activity and cohesion.
For all these reasons, we collectively affirm our firm and determined opposition to this set of measures.
