Joint services of the Paris Observatory

The joint services of the Observatoire de Paris unites all the support services which guarantee the messions of the establishment.
The Library is a joint service of theObservatoire de Paris.
The Observatoire de Paris is managed, under the authority of its President, by a Director General of Services, who coordinates all the activities of the administrative and technical services of the establishment.

General Directorate of Services

Together with the presidency, the Director General of Services manages the daministrative side of the establishment. As such, the General Directorate of Services ensures principally the coordination of the joint services.

Legal responsible

The Legal Manager is responsible for ensuring the legal security of the institution’s actions and advising all departments.

He guarantees the establishment’s commitment to fight against discrimination and as such acts as a referent "fight against racism and anti-Semitism".

As a Data Protection Officer (DPO), he guarantees compliance with the GDPR.

Prevention advisor

Acting under the authority of the general director of services, the preventionjn advisor is involved in the definition of and in the application of measures to eliminate health risks to the personnel and others as well as in the domain of property and environmental protection. The role of the prevention advisor is to counsel and and help the exectuve board establish the health and security policy at work and to participate in the Comité d’Hygiène de Sécurité et des Conditions de Travai (Committee for Hygiene, Security and Working Conditions), to direct the establishment’s network of prevention advisors.

Financial and Accounting Directorate (Direction Financière et Comptable)

The financial directorate is made up of:

  • the budget and contract pole: it develops and prepares the budgetary decisions of the Paris Observatory, and controls their execution. It ensures the issue of invoices and the financial follow-up of agreements and research contracts.
  • the procurement pole: it proposes and ensures the establishment of Observatory’s procurement policy. In particular it checks regularly the contracts of the Paris Observatory and their execution.
  • the joint services management pole: this platform for financial management is responsible for budgetary and financial management (contracts for passation purchasing orders and mission orders, valuation of the service made, and execution) on behalf of several budgetary units concerning common services, in connection with the network of referents within the directorates.

Accounting unit

The accounting unit verifies that the expenses incurred by the Paris Observatory’s authorising officer are in order, and launches their settlement. It ensures that the the moneys due to the establishment are collected. It does the general accounting for the establishment and maintains the inventary of the establishment’s real estate. It produces an annual report of the financial accounts and stores the supporting documents.

Human resources directorate

The human resources directorate proposes and implements the policy for the management of personnel of the Observatoire de Paris, and the development of its human resources. It calls upon a personnel management pole, an examination office which organizes annual IRTF examinations, and a continued training and mobility pole which helps the personnel realize their professional project.

Computing Division of the Observatoire

The Observatory’s computing department is responsible for the establishment’s overall computing needs (network, computation, storage) as well as for its accounting requirements and transmission of information. It is also responsible for the technical infrastructure of the virtual observatory.

Outreach and Public Relations Directorate

The job of the communications directorate is to implement the communication strategy of theObservatoire de Paris. It lays down the paths to follow in the development of both internal and external communication, contributes to public outreach at various levels, and highlights the teaching and research activities of the establishment.

Real Estate, Maintenance and Logistics Directorate

The logistic and real estate directory is responsible for the the management of the Paris Observatory’s real estate as well as for its property assets.

Safety and Security Pole

This service provides reception and security on the Paris and Meudon sites.
It also contributes to the establishment and implementation of actions to reduce security risks and health risks to personnel and users, and to protect assets and the environment.

Contracts, Partnerships and Intellectual Property service

The purpose of these sections is to second the laboratories and the scientists in their contacts with the partners, bethey institutional (European Union, ANR, the Île-de-France region, the CNES, ESO, ESA) or industrialo (confidentiality, collaboration, mobility, consultance). In this capacity, it participates in the negotiation and establishment of contracts, in order to preserve the interests of the Paris Obsevatory’s scientists.

Help in the setting up of contracts is provided together with the CNRS, laboratory by laboratory. Thus, the Paris Observatory provdes direct support for the following laboratories: LESIA, LERMA and IMCCE, and can also be relied upon in the case of the following laboratories: SYRTE, LUTH et GEPI.
