Comité Social d’Administration, (CSA) et sa Formation Spécialisée
The Comité Social d’Administration, (CSA is the result of the merger between the former technical committee (TC) and the former committee for health, safety and working conditions (CHSCT).
As of January 2023, the social committee is responsible for examining collective work issues:
- operation and organization of services ;
* accessibility of services and quality of services rendered
* strategic orientations on human resources policies
* management guidelines for mobility, promotion and career development
* issues and policies relating to professional equality and the fight against discrimination - protection of physical and mental health, hygiene, safety at work, work organization, teleworking, issues related to disconnection and regulation of the use of digital tools, improvement of working conditions.
It is a body in which staff representatives:
- are consulted on draft texts falling within the scope of the social committee ;
- discuss with the representatives of the administration the general orientations of the human resources policies
- are informed of the implementation of human resources management guidelines.
Joint Committee of the Establishment (Commission Paritaire d’Etablissement (CPE)
The CPE prepares the files which will be submitted to the academic or national joint administrative commissions (commissions administratives paritaires (CAP) académiques ou nationales). It is composed of equal numbers of representatives from the various sections of the ITARF and the ASU who are in the establishment, elected by category, as well as representatives of the establishment appointed by the President of the Observatory.
The disciplinary section
The disciplinary section is a jurisdictional body. It applies disciplinary law to researchers, teacher-researchers and students. The disciplinary section is composed of two distinct panels, one for students and one for staff. The first one judges mainly cases of fraud in examinations, and the second one mainly cases of harassment, aggression, and breach of probity or integrity.
Joint Consultative Commission (Commission Consultative Paritaire (CCP)) of non-permanent staff
The joint consultative Commission (Commission Consultative Paritaire (CCP)) is the body which can decide on questions relating to individuals: it meets in the form of subcommittees (per category A, B or C). The CCP must be consulted for individual decisions concerning dismissal after the trial period and on disciplinary action other than a warning or a reproval.
Fee waiver commission
The purpose of the fee waiver committee is to examine requests for fee waivers submitted by students pursuant to article R719-49 of the Education Code.
Consultative Electoral Committee (Comité Electoral Consultatif (CEC))
The electoral commission is a working commission which helps to organize elections. In addition, it checks all the statutory and legal electoral rules, and verifies that all the electoral operations are implemented correctly.
Digital Commission of the Observatoire de Paris (Commission Numérique de lʼObservatoire de Paris - CNO)
The computing commission (La Commission Numérique de lʼObservatoire de Paris - CNO), is responsible to the executive for ensuring the consistency of the institution’s IT policy.
Commission Services d’Observation de l’Observatoire de Paris (CSO)
The Commission Services d’Observation de l’Observatoire de Paris (CSO) is in charge of establishing an inventory of the human and financial of the human and financial resources of the National Observation Services (SNO) and the associated structures accredited by INSU and coordinated by the institution. It proposes to the Scientific Council an opinion on of applications for labeling or delabeling with the INSU involving the institution either as coordinator or as coordinator or as a partner.
Council for Open Research and Collections of the Observatory (CROCO)
The documentary policy of the Paris Observatory is proposed by a Council of Open Research and Collections of the scientific council which approves it and entrusts the library with its implementation.
The heritage council (Conseil du patrimoine - CPAT)
The heritage policy of Paris Observatory is proposed by the heritage council to the administration board. The heritage council defines and prepares an inventory of heritage preserved in all three sites of the institution. It examines priorities regarding preservation, programs and heritage projects as well as restoration campaigns. It evaluates the heritage policy implemented by the institution.
